BELLEVUE PUBLIC LIBRARY: INTERNET ACCESS POLICY
Statement of Purpose:
The Bellevue Public Library, in keeping with its mission of free and public access to the widest possible variety of information, provides public Internet access. The Library offers access to information needs of the community. Internet access is one component of the Library's objective to acquire, organize, and preserve materials which advance human knowledge and stimulate ideas, and to provide free access to these materials to all individuals and groups in the community for the purposes of education, information, research, or the creative use of leisure time.
Access to Internet Resources:
The Library is a member of the CLEVNET consortium. Internet access is provided through the Ohio Public Library Information Network (OPLIN).
This service may be used to:
- Access resources
- Engage in communication
- Conduct activities available on the internet
Conditions of Use:
- Users may not send, receive, or display text or graphics deemed obscene under Section 2907.07 of the Ohio Revised Code or child pornography.
- Users may not violate Section 2907.31 of the Ohio Revised Code (“Disseminating Matter Harmful to Juveniles”).
- Computers may not be used for unauthorized, illegal, or unethical purposes.
- Copyright violations are strictly prohibited; users bear responsibility.
- Users may not interfere with or disrupt others or invade privacy.
- Users may not misrepresent themselves or access others’ files or data.
- Unauthorized access to systems or network damage is prohibited.
- Illegal activity will be subject to prosecution.
- Users may not alter or damage library workstations.
- Users assume all risks and hold the Library and OPLIN harmless from liability.
- Public computer use is not private; activity may be monitored to ensure policy compliance.
Regulations for use of Internet and Computers:
- A valid CLEVNET library card and PIN are required (temporary cards available for visitors).
- Computer use is limited to 30 minutes when others are waiting.
- One user per station (except parent/guardian with child).
- Printing is available for a fee, payable at checkout.
- Users may not install software or download plugins.
- Users must provide personal storage devices; the Library is not responsible for damage or data loss.
- Users must report computer issues to staff immediately.
- All library behavior policies apply to internet use.
- Wireless users must follow all policies and laws.
- Unacceptable use may result in loss of privileges.
